Not true! I was under the impression that CA cars didn't get the rear valence or the tips, but they will if the car is ordered with it...
As for the Petty Blue, in '70 and '71 that color was a 999 Special Order code. The only Challengers I know of that got the 999 code were 3 R/T SEs for Dick Landy (?) in '70. They came with the (EA9 of the top of my head??) Charcoal Iridescent...An Imp color...
