! You mean two Hemis are used to propel another vehicle into whatever is crashed into ? Why wouldn't the engine of the vehicle being crashed be used; as that would simulate a more real world test ? Those Insurance Institue crash tests show the vehicle being slid/slug down a track or garage opener-type of controlled apparatus !!!!
To answer your question, the car is hooked up to a cable/pulley system that is connected to these engines which wind up the cable and make the car accelerate down the runway and crash in to the wall or whatever. And since the car is being pulled by a cable there's no chance of it going off course and crashing into something else. I guess that is easier or safer than remote controlling the car using its own engine.
