What if you or a person is in a situation where you don't have another /primary vehicle ; either due to financial reasons ? Also, what about this : say a person takes public transportation [ for work ] and /or is able to walk to work and/or to go shopping { which I realize is not for the majority and for most just isn't possible [ i.e. lives way out or on dirt/gravel roads ]...} .
