You are correct they never did chrome the back, they will have a little nickle on the back side just due to over run. You are right it would have helped to slow down the corrosion process but chrome will also rust. But of course the main reason is cost. It would have been deemed an unnecessary expense. As much as we love our cars it's still about bringing the cars to market as cheap possible at the greatest profit. Capitalism at it's best!
