He means the "Charger" SRT8 (and the Chrysler 300C SRT8) will have limited slip in 2009 for the first time. All 2008 "Challengers" (all are SRT8s) will have limited slip in 2008 (only that the 2009 limited slip's will be of a slightly different design).
I'd like to be given the opportunity to test a 2008 LSD and a 2009 LSD back to back, once in the rain and once in the dry.
Automobile Magazine should do a such a test. It would be right up their alley.
I can see the heading now, "Dodge Challenger 2008 LSD vs. Dodge Challenger 2009 LSD shoot out".
Although the difference may be whatever it is, I tell you, there is a world of difference between having the 2008 LSD component vs. nothing at all. A hat of any size will keep you from getting wet.
