I actually just got back a couple days ago from a delivery to LA. I am in Cali quite a few times each year. Taxes are very simple, you pay the taxes where you live. Certain states are reciprocal, in which case when I sell a car to someone in that state I would collect the tax at the set amount. It all depends on where you buy from and where you live. There is a list online somewhere that will tell you which states you would have to pay taxes in and which ones you wouldnt. When registering your vehicle at the local DMV you would take in the tax form showing that you payed a set amount in a different state and if your local tax is higher you pay the difference then.
You do not ever pay local taxes from an out of state dealer unless they are in a reciprocal state and have the same tax amount.
