That could be a Chrysler Service Training Vehicle. The training centers get pilot vehicles so they can do some training on the new stuff before production starts. Maybe some states don't issue manufacturers plates and the car is licenced with a regular plate even though it is a Chrysler vehicle. I worked in service training in Ontario Canada before I retired and we had 15 vehicles at my trainng center, all licenced with regular plates and when they were not being used for training, we drove them whenever we wanted.
