1) There's no "pulsations" on mine at any speeds. Sounds like the rotors got a little warped. Get her up to a good clip and hit the brakes, if there's any warping you will find out real quick.
2) The tranny is adaptive, next time at the dealer have them wipe the TCM's memory and you will have a clean slate to build on.
I thought the pulsation seemed not right to me. Of course service guy at the dealership said it wasn't warped rotors. I think they wiped the TCM today when I had some things done including a $101 synthetic oil change!
If you're driving more moderately, upshifts occur sooner and downshifts will hold off until you give more throttle.
Conversely, if you're driving more "enthusiastically", the upshifts will hold off a bit longer and downshifts will occur sooner, depending on how much throttle and how quickly pedal position is changed.
It is continously adapting, so depending on how you've driven the past few miles it will vary the response. That's the way they are set up.

That is so very interesting how it is constantly adapting, even to the last few miles of driving! It does seem to be picking up and shifting a little more like I expect the more I drive it too.
pulsating brake- I fixed it buy installing peddlers bumpsteer kit. Also upgrade to braided steel lines, makes a world of difference in pedal feel.
sluggish transmission- Look up "silver shift box" over in LXForums. Also its mandatory you buy a Diablo Predator tuner, it lets you clear the adaptives and comes with out the box performance tunes.

Noticing you said it was a 2008, the previous owner probably warped them for you by getting them hot and sitting with his foot jammed on the brake at a light or in traffic until they cooled.
Possibly you can have the rotors turned (machined down) to fix the problem but for me, once they are warped they get replaced.

I am thinking of taking it back to the local dealer and complaining of it-since at 4500 miles the car shouldn't be having this problem.
No pulsation here. I would get it checked out by the dealer. You could have warped rotors because the wheels may have been torqued too tight.
As far as the auto trans, it "adapts" every time you get behind the wheel. The SRT engineers say to let the engine reach operating temperature (215 degrees) and then drive aggressively. It will then upshift later and downshift sooner. Have you tried using the autostick to increase the revs for each shift?
Also, after you reach around 2,000 miles, the PCM will release some additional power. This "holdback" is a built-in protection until the engine is thoroughly broken-in.
