Not sure what it is but it seems any quality rubber dressing would be a good place to start, and then take the car back to whatever hack installed that seal and tell them to fix their sloppy work.
This post brings up a good point. Now that winter is headed this way, its a good idea to treat all of the weather stripping and rubber parts on our cars before the first freeze sets in. Some guys have problems with the windows getting stuck.

Goo gone may be an option for tree sap or sticky stuff and I always wipe my weather stripping with a rag dampened with armor all to keep the rubber soft.
