Canada Only -- Does new Gas Guzzler tax affect the 2008 Challenger?

The Canadian Federal government introduced a new 'gas guzzler' tax in today's budget:

All new cars which use more than 13 L /100 km are subject to a tax of between $1,000 and $4,000.

Is it reasonable to assume that the 2008 Challenger will have similar gas mileage to the 2007 Charger? According to my calculations the Charger 5.7L has a combined rating of 11.2, which means it would not be taxed. However, the Charger SRT8 6.1L has a combined rating of 14.0, which means it would face a tax of $2,000.

Well, in this era we're living in : nothing is surprising. Unfortunately, a lot of U.S. policies and/or opinions are migrating out of the U.S. and spreading like a real bad virus or dream !!! Are jets , locomotives, & semis given a gas guzzy tax ???
