That would not affect their server rather the person trying to get to them would go to a bogus site the rouge DNS server sends them to.

Looks more like they did not pay their registrar bill or hosting bill.

Same redirect here. In the top right, it says "This page is under construction" and that will happen if the index.htm (starting page) is missing - and that can be because it was renamed or deleted.

I just checked with www.whois.com and the website renews January 2013, so I don't think it was shut down for non payment.
