They come on when the park/tail or headlights are on. However, they are controlled by the instrument panel light level control, I.E. they dim/brighten with the panel lights, from a high of 11 volts...

The Challenger uses 8, 3157 tungsten filument bulbs in the rear light modules even though the 4 in the center section only utilize the tail light element....

A muffler shop can reduce the mid pipe to fit. Or, adapters are available.

Other than all of the work involved, be aware that emmisions requirements are based on the year of the vehicle, not of the engine.
It may not be possible to bring the 440 up to 2011 standards.

I'm not an engineer but, there were LED replacement lamps that had built in resistors, they could go bad, but, both at the same time, unlikely. Check the wiring, you might find some resistors already...
