The Shaker is functional, it catches air and ports it to the air box. The top portion of the Shaker needs to be removed to add oil. As others noted, it is attached with 4 nuts and is quickly removed. A small price to pay if one likes the Shaker. I have added the MOPAR cold air inlet as well, it also ports air from the inboard light to the air box.
As for ram air, these cars are NA, neither the Shaker or MOPAR cold air inlet will pressurize the intake system, they merely insure there is enough air available in the air box for the engine to suck in even though the big old hole in the bottom of the air box already accomplishes that. Maybe that is what folks are referring to when they say the Shaker is non functional. IMO the advantage of the Shaker and the MOPAR cold air inlet are their ability to reduce IAT. The MOPAR cold air inlet works well to reduce IAT quickly when the car starts moving after being stopped and idling.
