In the front fuse box, the number 15 fuse keeps blowing out. I used a code reader to see what is the problem and it says fan 2 control circuit. I don't know what that means or what could be the issue. Does it mean my radiator fan is going out?

Welcome to Challengertalk ;) That's a 50 Amp fuse! To blow that it's either a dead short (would blow again right away), or the fan is drawing to much current when it tries to kick on (could be a sticky spot, and when it stops on that spot, it requires more than 50 amps to kick the fan back on). Or if you indeed do have a dual fan, the one designated as #2
