Is there any problems with water getting into engine or water drainage problems with 2 extractor vents and center air scoop with this hood that comes standard on the Challenger Scat Pack?

Same setup as the Hellcat, which has been using that hood since 2015. Your engine bay is considered a wet area, and is engineered to handle some water.

that hood design has been around since 2015 - FCA tested these in car washes, parked outside in snowy conditions...

a water shield was added over the ABS pump and its all good

Here's a cool pic, a burnout in the rain:

Luckily this question has been asked quite a few times. I don't think we have seen one person have issues.

I take mine through a touchless carwash weekly and have never had an issue.

With that said my hood will smoke if it's colder outside and my car has been running for a bit.

These cars come with a 3 year bumper to bumper warranty and a 5 year power train warranty. FCA wouldn't build something that would force them into a bunch of free repairs because of rain.
