Think about it . . . if there really was such a chip that increased power and increased fuel economy, don't you think Dodge, Ford, Chevy, and others would already have put them in our cars?

Those kinds of "chips" are indeed good for one thing though. The fatten the wallet of the company selling them while simultaneously thinning yours.
