I can’t see how to get cable down to wheel brake assembly out of the main cable connector going to foot leaver without dropping the rear axle?

Can anyone confirm if this is correct?

This just looks like a ridiculous location to install a cable that can and will fail. End of the cable at shoe actuator broke off. I have Clinton manual page open that it shown axle removed but doesn’t state that it needs removed.

It's been a while since I've done one, but I'm pretty certain you don't need to remove the differential to replace the rear parking brake cables.
