Decided to make some changes since the chrome grill and fuel door as well as the gloss black wheel covers have bothered me since day one.
Scuffed up the wheel covers and fuel door with 240 grit. Sprayed the aforementioned items with flat primer and then flat clear. Also wrapped the spoiler with matte black Avery vinyl.

Looks good! I have the billet metallic too and last month I also blacked out the grill and replaced the fuel door with a black one from ebay. I'm really liking it - no regrets.

what am I missing here? Isn’t the fuel door black already? Or is mine weird?

Your's is not weird. When the new Challengers came out in 2008, they all had the chrome fuel door, just like the originals in the 1970s. As the years went on, the black fuel door became more common on the new production Challengers, and in fact I believe for 2019, more new Challengers are built with the black one than the chrome one.

The chrome fuel door is more liked by those wanting the Old School look.

Looks good. I bought the matte black fuel door and replaced the chrome one. Not a big fan of chrome on these cars. Especially a lighter color like mine. I am waiting for the Dodge and Challenger emblems in body color to arrive and will be switching those out. Eventually want to get black wheels too.
