Cut it off…

Just snip off the metal retainers, they can be replaced if you ever chose to put it back on.

You don't even have to snip the retainers off. Just bend a few of the tabs with a small flat blade screw driver.

I’d leave it on for resale purposes. I’m pretty tall and with the seat back, it doesn’t work well for me. I just use the belt outside of the retainer.

Looks like yours is now broken. I'd remove it as the others stated, and it looks like their may be a part number on it. Google that number, maybe you'll get lucky, and be able to by it separately.
Do NOT drive around without the headrest! You'll suffer a broken neck if you get rear ended.
