You will reuse your existing hardware, plus you'll need about a half dozed plastic rivets and a rivet tool. I just did this yesterday myself.

Maybe 90 minutes, I got the bumper off and swapped the spoilers, then got called away and finished it a few hours later. The lip on mine will move about an inch up and down, along with the center of the bumper cover below the lower grille, so I may have missed something on reassembly. I will probably pull the cover back off this weekend just to make sure, I hate being called away in the middle of a project.
