It all comes down to whether you can do it yourself or not, and what you're willing to live with.
There are lots of YouTube videos on how to pull off and disassemble the front facia. It's not too hard a job if you have reasonable skills, a good place to do it, and a few tools. You'll need a grille insert; hands down. Is there anything broken internally? Probably not, but you never know. If there is, it'll likely be minor. A bumper attachment bracket, etc.
As for the paint, what can you live with? It could be as simple as polishing out the scratches the best you can, and leave it alone. If you want it perfect, then it's a trip to a body shop for repaint. Then there's the question of the paint matching.
So, if you can pop the facia off, swap the grille surround, polish out the paint, and live with it, then you're looking at the minimum cost. If you're looking for perfect, then it's a trip to the body shop, wait, and write a check. If you choose to get insurance involved, then there's the discussion about deductible vs. future premium increase, etc.
