However if it has an actual key slot there may be a chance that you could get a key to start it once you got inside the car.

The fob
signal is what the car detects in order to wake up and start, disable ATS, etc.
2014 shouldn't have a hard physical key for daily driving like an 1978 toytota corrolla, but even if it did, it would be a programmed unit (ie: has internal coded chip) that corresponds to the ATS. No locksmith, or spare/emerg key is going to start the car without the fob.
OP, if they have lost/dont have any/ all key fobs, dodge "may be" able to pull the vin related fob/key code if its on file, confirm ownership of the car to you (they are gonna need paperwork, etc) and
create a working fob and cut the emerg valet key.
This is a big maybe however. They normally need at least 1 working, factory married oem fob in hand, in order to do so, and then they can
clone another fob, (up to 4 or 5 or 6..it varies per model) can ever be assigned to that car. In other words the factory ATS system only allows so many total fobs to ever be assigned. If previous owner(s) went and cloned 2 or 3 each fror whatever reason, plus the two original factory units, the system maybe full and no more can be assigned.
Failing creating/clone, they may have to simply replace the entire anti theft system, fobs and all.
That is going to be spendy and rather indepth, since the system is buried deep within the car and will require multiple other components to be removed.
If the car is physically locked, which you seemed to indicate it is. I would NOT go busting 1/4 glass..though they are not expensive, they are a major PITA to replace and you'll need the window seals as well..its a one time use from last I recall.
Try an AUTOMOTIVE locksmith to get inside. They have tricks, tools and know how that would cost you far less in the end, including, slightly spreading the door glass via wedges or inflatable bag, to manually diddle the door lock / lock rods (or to remote pull the hood release). The later of which gains access to the underhood fuse box/jumper if the cars batt has died, which on an auction car thats sat for any time at all, is pretty much probable, the batt is flat dead.
You could then attempt to disable &/or trigger certain electronics (which I cant say here on the open forum), which 'could' put you into the trunk, and thus the inside of the cabin by way of the back seat pass thru, or the actual cabin itself. In otherwords, there are less destructive ways...
If the car has gone into anti-theft lock down mode (various conditions can cause that), and no keys, then total ATS replacement is really your only option, but try talking to dodge before you move forward so you dont waste time, effort & money chasing things in the wrong direction. best of luck.
