I was an auto body man years ago, and I can give a home brewed suggestion: paint the each cap flat black, let it dry well. Flat always dries faster. Then mask off the outside of the area you wanna paint red with 4 pieces of masking tape. When yer done, run one piece (cut to perhaps 1/8 inch wide) straight up the middle to create the black line of separation between the red stripes. Remember everything UNDER the tape STAYS black when you remove the tape. Paint it red, keeping each coat of paint thin but using multiple coats. This prevents edge buildup (from real thick coats) when you remove the tape. Let it dry. Slowly remove the masking tape. Top coat with satin finish clear (or gloss, your choice) and let 'em dry.
