Whichever you choose, paint them with clear after. It can be polished gloss if needed, and will also be the sacrificial issue for any road rash without going through the color coats
I have painted a ton of textured plastic, lol. You can coat with sandable primer if you can't knock down the texture, then paint (gloss or flat), then gloss clear if you want shiny (Shiny is my middle name...kind of odd actually
