Looking to get some exhaust parts made black, wondering what kinds of businesses do real powder coating? Do body shops do this? Or, is it a specialized kind of service?

This is usually done by shops that specialize in that kind of work.

A lot of places that powder coat motorcycle frames and other metal parts like that.

Its not something most body shops have as its an electrostatic application and then the part is baked / cured in an over (300*-350*) to make the powder paint melt and flow on the part.

Car bodies are painted in that manner - they're applied via an aerosol sprayer gun.

and right in your back yard no less.

DFW Coating!
According to a search there are at least four more DFW shops who do it.

I had my tips done with a thermal coat as opposed to a regular powder coating paint like my wheels. They often offer this just for exhaust parts (usually header tubes). It was black also, but was made for high heat applications.
