With correct offset, 315s will fit on 10.5"-11" wheels, yes. Some have some slight contact with the plastic inner fender cover, but a little heat and some massaging with a hammer should correct that if needed.

Depends on wheel configuration... I have 325s on a 15” wheel on my Challenger...

On my 2015 RT I run 315/35R20 on a 20x10.5 +22 offset wheel (no spacers) on the back...no issues. Although if you raise the vehicle by the chassis (no weight on the rear spring) to put them on they do rub slightly. For the fronts I run 275/40R20 on 20x9.5 +12 offset wheel (no spacers). Both these combinations give you same tire diameter as stock set-up which for me was 245/45R20 so no need to mess with speedo configuration.
