Your inner headlights should have open ports in the front, but may have caps in the back side of the housing. Its a simple job to remove them (2 tiny screws, then twist the cap off) which will make them fully functional. Passenger side will direct air into the engine bay, reducing temp, add the lower hellcat air box & tube to make the drivers side a functional CAI.

You won't gain anything from the pass side lamp but symmetry and dust.

It's not. It allows the engine heat to disipate on the side vents and rams some cold air in over the intake manifold from the center but isn't connected to the actual air intake box.

As mentioned you can make it functional. Cheapest way is the Hellcat lower airbox mod. You will need the newer shorter tuber vs. the older longer one. The lighted tube is a little longer than the old one. Benefit is the new tube is a decent piece of plastic where the old one felt like felt covered cardboard.
