Plastic polish or headlight/glass polish would be the products I would choose from to attack scratches in polycarbonate.

prevention is difficult, not touching the surface is best, less touching as opposed to more is only way to keep scratches from showing up frequently

Yup, plastic/headlight polish (or even tooth paste!) can level out those scratches. You might want to look into a clear paint protection film (or PPF, like Expel) since it scratches so easily.
