All you have to do is clutch it / blip the throttle if tries to go into 4th. I never had a problem with it on my '16 R/T.

I am not sure if 19's are different either but I have never had the skip shift engage but I shift to 2nd mostly between 15-20 and less than 23% throttle as I mostly am coasting when shifting to 2nd. It has never engaged in the 6k miles I have the car.
