Why can't throttle rev over 4000-rpm in park, or is this normal for safety...
If not could you tell what I can do if a safe change can be made...

Not sure why it is done but it can be changed with a modification to the tune (might also require changes to the TCM). The manual challengers can rev to redline and that is because if they limited the Park/Neutral rpm the car could not run past 4000 rpm because the trans has no Park/Neutral switch.
