Here is an interesting video citing 8 muscle cars whose horsepower was deliberately under-rated by the factories to get a competitive edge at the track and, also, to keep insurance premiums down.

Two Mopar cars stand out- a 1970 Hemi 'Cuda (425 hp. to 470 hp.) and a 1970 Challenger R/T 440 Six-Pack (390 hp. to 430 hp.).

some of it also was the capacity of he dynamometer

when the 392 / 6.4 was in development FCA had put in new units that could measure the higher output [and this with SAE net mind you] of the new engine

in the old days there.night have been some estimates for corrections with the old gross rating method which frankly doesn't accurately represent what you really have in the real world

the old method had no air cleaner exhaust or accessories installed.

they could jet crank up the timing and use fuels to get that bigger dyno number where the actual production tune would be something different

ebmven the magazines realized the press / test cars were ringers as subsequent cars from the dealer lots didn't perform as well
