I have a 2010 RT Challenger and the window continues to go up and down as if I’m opening the door even when the car is off and I’m not touching the door. I want to know is this the assembly latch I need to fix this issue?

Window going up and down initially is signaled by the door handle switch. Pull the handle and the glass should drop. Release the handle -- without pulling the handle hard enough to actually open the door -- and the window should go up. That the window goes up if the door is not opened is also courtesy of the door latch switch which senses the door is closed. That the window stays down once the door is opened is also courtesy of the door latch switch which senses the door is open and keeps the window down.
My limited experience with another car that manifested erratic door lowering/raising behaviour and other odd behavior was the door lock control module (box filled with electronics and hardware) was at fault. The tech checked the door handle hardware and the door latch hardware for any signs of these being at fault -- he told me they are less expensive to replace than the door lock control module -- but they were fine. Door lock control module was replaced and the odd behavior was gone.
Not saying that what you are looking at buying is not the right item, but just to impress upon you that you want to be sure it is needed and something else is not at fault.
FWIW, the latch mechanism was what fixed mine when I had the same problem on my DS. Of course, it could also be the handle itself or the module, but it's usually the latch.
